Implementation Roadmap

Four phases from validation to institutionalization, each with milestones, dependencies, and a decision gate that can end the program as easily as continue it. Everything on this page is proposed; nothing is scheduled, funded, or approved.

Each phase ends at a published gate. A failed gate ends the program — by design, not by exception.

Phase 0 — Validation

0–3 months

Milestones

  • FARA counsel memo before any arrangement involving the Royal Hashemite Court.
  • Reconciled fact-base maintained as the single source of record (research/master-synthesis.md).
  • Demand test: 60-day open call to Jordanian SMEs via JEDCO and chambers.
  • Recruit two to three named founding leads.
  • Privacy charter drafted to a GDPR-grade standard.
  • 18–24 months of funding (~$1.5–2M) sought from at least three unrelated private sources — or the site continues to state plainly that no funding exists.

Phase 1 — Pilot

3–12 months

Milestones

  • Jordan Business Gateway USA cohort 1 (25 companies), gated by at least 25 signed SME letters of intent before cohort spend.
  • Jordan Global Talent Network founding cohort of 105–160 verified members, physician-anchored.
  • Merged RCM lighthouse pilot (Digital & Professional Services Hub with the Health Corridor's RCM leg).
  • Go/no-go gates published on this site.

Independent U.S. operator (proposed); JEDCO and Jordan Exports as referral partners
Dependencies
Phase 0 gates passed; pilot funding secured.
Decision gate
Discontinuation criteria per initiative are pre-committed and published.

Phase 2 — Expansion

Years 1–3

Milestones

  • Tier-2 initiatives begin as their condition gates are met.
  • Each initiative's gate is stated on its own page.
  • Partnership MoUs with JEDCO, the Ministry of Investment, JBA and the MFA/embassy as potential partners (never stated as committed).

Phase 3 — Institutionalization

Years 3–5

Milestones

  • Evolution to a hybrid structure (501(c)(3) platform with a 501(c)(6)/taxable arm for dues and fee-for-service).
  • Summit franchised or institutionalized if its anchor conditions were met.
  • Growth-fund decision point, only after the five explicit gates are satisfied.

Dependencies
Sustained traction, independent audit history, financing at maturity envelopes.
Decision gate
Fund formation requires all five gates: deal-flow proof, committed capital with a DFI anchor LOI, a licensed manager, a full governance package, and political-risk cover.

Responsible parties are proposed, not appointed. Dependencies are conditions, not commitments by third parties. The discontinuation criteria behind each gate are stated per initiative and would be published on this site before any cohort or network launches.

Measurement

KPI scorecard across seven domains

If the program runs, it is measured in seven domains — separately, publicly, and against the scenario labels defined on the Economic Impact page. No domain is summed into any other.

Household wage income from placements is tracked under the talent domain with its household-effect label and is excluded from every trade and investment total.

Establish a small joint exploratory working group to validate the Tier-1 initiatives, engage Jordanian and U.S. stakeholders, and develop a 12-month pilot implementation plan.

A working group, not an organization: validate the two Tier 1 initiatives against real demand, then decide. Everything upstream of that decision — the evidence base, the scenarios, the governance design — is already published on this site.
